Evaluation and Reports
Illinois Solar for All was created to make solar installations more affordable for income-eligible households, environmental justice communities, and qualified organizations. In compliance with Illinois law, the program and its administrator are evaluated by an independent third party to better understand the program’s impact and track our progress toward energy generation, bill savings, job creation, environmental benefits, overall performance, and administration, among other outcomes.
ILSFA is made possible by the Future Energy Jobs Act and the Climate and Equitable Jobs Act. Stemming from this state legislation, the Illinois Power Agency uses the Long-Term Renewable Resources Procurement Plan to govern the Illinois Solar for All program.
Why do we do this?
- Regular reporting meets the requirements set out by state legislation and the Long-Term Plan.
- Independent evaluations from a third party provide transparency and accountability for Elevate, the ILSFA program administrator.
- The reporting process ensures feedback and participation from public stakeholders, including program participants, non-profit organizations, and others.
- Regular evaluations support a spirit of continuous improvement for the program to better serve past and future Illinois Solar for All participants. Read about the latest program updates.
Program Evaluation and Criteria
ILLUME Advising is the current third-party evaluator of Illinois Solar for All. ILLUME’s annual evaluation is based on objective criteria developed through a public stakeholder process. This process includes feedback and participation from ILSFA stakeholders, including program participants, Approved Vendors, and organizations in environmental justice and historically underserved communities.
The evaluation reports are based on reviews of program materials and key metrics such as the number of solar installations, program costs, jobs created, and environmental benefits. ILLUME also conducts interviews and focus groups with Approved Vendors, Grassroots Educators, community members, and program participants.
Help Shape Our Program
ILLUME regularly asks stakeholders for feedback to inform its evaluation of Illinois Solar for All. You can subscribe to receive program updates to be notified of opportunities to provide your feedback. ILLUME may not be able to respond to every comment individually, but it will consider all feedback in its annual evaluation report. Each report includes a summary of stakeholder comments and an explanation of how these comments were incorporated into the evaluation.

Annual Program Summary
