Illinois Solar for All (ILSFA) was created to help make solar installations more affordable for income-eligible households and qualified organizations. The program is made possible by state legislation called the Future Energy Jobs Act and the Climate and Equitable Energy Jobs Act. Stemming from this legislation, Illinois Power Agency developed the Long-Term Renewable Resources Procurement Plan (the Long-Term Plan) to govern the program. The Long-Term Plan requires various program updates and reporting to demonstrate ILSFA program effectiveness and progress. Those reports are available below.

The legislation requires a third-party organization to conduct an independent evaluation of the ILSFA program to assess the Program Administrator’s implementation and the program results. Program evaluation is based on objective criteria developed through a public stakeholder process. This stakeholder process includes feedback and participation from ILSFA stakeholders, including program participants, Approved Vendors, and organizations in environmental justice and historically underserved communities.

The evaluation reports are based on reviews of program materials and key metrics such as solar installations, costs, and jobs created. The evaluator also conducts interviews and focus groups with Approved Vendors, Grassroots Educators, stakeholders, community members and residents, and others.

Annual Program Summary

The Future Energy Jobs Act also requires the Program Administrator to submit reports to the Illinois Commerce Commission on a quarterly basis.  These reports include metrics about each component of the ILSFA program and track the program’s progress over time.
