File a Complaint

Illinois Solar for All takes all complaints seriously and works hard to ensure Vendors registered with the program abide by the program’s requirements. If you believe an Approved Vendor, Designee, subcontractor, or other entity has committed a program violation, you are encouraged to file a complaint with the ILSFA team. To file a complaint, please contact our team at Complaints@illinoisSFA.com or by calling (888) 970-ISFA (4732).

The ILSFA Program Team will review your complaint and may follow up via email and/or phone to request additional information. Other actions may include reaching out to the entity that is the subject of the complaint to discuss your concerns, any alleged program violations, and attempt to informally mediate a resolution. For confirmed program violations, depending on the severity of the violations, past violations from the entity, and other factors, the ILSFA program may:

  • Send the entity a warning letter detailing the program violation(s) and identifying consequences for additional violations;
  • Require certain corrective actions or satisfaction of a compliance plan to avoid disciplinary action;
  • Suspend the entity from the program; and/or
  • Revoke the entity’s eligibility with the program.

Consumer Complaint Report

The Consumer Complaint Report lists all participant complaints received by ILSFA Program Team and is updated regularly to ensure that the information serves as a valuable tool for participants to make informed decisions. The identified subject of a complaint is based upon the information received from the complainant, and the ILSFA program does not make any representations about the actual conduct of any entity in this report. The status of the complaint can be defined as In Progress, Resolved, or Closed based on the resolution of the complaint, as determined by the ILSFA Program Team.

Annual Complaints Report

The Illinois Power Agency (IPA) files an Annual Complaints Report with the Illinois Commerce Commission (ICC). The Annual Complaints Report covers both ILSFA and Illinois Shines programs and contains additional information regarding complaints received and any disciplinary actions taken by the ILSFA Program Team over the course of the year.

The ILSFA Program Team ensures that no personal information is released through the publishing of complaints in the monthly report or the Annual Complaints Report.

Illinois Commerce Commission (ICC) Complaint Center

The ICC usually focuses on complaints regarding installers, installations, and Alternative Retail Electric Suppliers (ARES). If you are experiencing issues with a system installation, a specific installer, or an ARES, please consider also submitting your complaint to the ICC. In order to properly file an informal complaint with the ICC, please follow the directions outlined in the steps listed below to file a complaint.

Steps to File a Complaint with the Illinois Commerce Commission

  • Select “Electric” for your Complaint Type. Click “Next”.
  • Input your contact information into the form. Click “Next”.
  • If this is an issue that involves your interconnecting electric utility and you have contacted your utility regarding this issue, please select “Yes”. If this is an issue purely with your installer/Approved Vendor/Designee, and you have not contacted your interconnecting utility regarding this issue, please select “No”. Click “Next”.
  • Enter information regarding your complaint. If this is not an issue with your interconnecting utility, please leave the “Account Number” field blank. Click “Next”.
  • Review your complaint details, verify all details are true, and click “Finish” to submit your complaint to the ICC.
