Illinois Solar for All (ILSFA) has updated its standard Disclosure Forms for Illinois Solar for All: Residential Solar (Small and Large) and Non-Profit and Public Facilities sub-programs. These updates reflect the change in net meter crediting for ComEd, Ameren Illinois, and MidAmerican customers. The Community Solar Disclosure Forms will not be updated.

Disclosure Forms are an important educational tool for participants to understand key project information and compare offers. Disclosure Forms that include these updates must be generated using the Disclosure Form Template Upload process. This Disclosure Form Template Upload process is temporary until the ILSFA Program Administrator finalizes the process to generate updated Disclosure Forms directly in the Approved Vendor Portal.

The updates to the Residential Solar and Non-Profit and Public Facilities Disclosure Forms include the following:

  • New fields about whether the solar project includes a battery and, if so, the size of the battery (all Residential Solar and Non-Profit and Public Facilities Disclosure Forms)
  • New fields related to utility rebates and calculation of the rebate amounts (ComEd and Ameren Disclosure Forms only)
    • Approved Vendors and Designees will be required to indicate whether the customer is (1) a competitively declared utility customer (generally large commercial and industrial customers) – these customers will receive the utility rebate at the $250/kW or kWh rate), or (2) a non-competitively declared utility customer (generally residential and small commercial customers) – these customers will receive the utility rebate at the $300/kW or kWh rate).
    • Both the utility distributed generation rebate and the utility storage rebate will be considered (as applicable) when calculating the savings percentage if the customer keeps the rebate payment.
  • Updated calculations to estimate the value of electricity generated from the solar project, which includes new fields (all Residential Solar and Non-Profit and Public Facilities Disclosure Forms)
