Illinois Solar for All (ILSFA) has completed the Project Selection Protocol and published the selected projects for the Illinois Solar for All: Community Solar sub-program. These projects are subject to review and approval by the Illinois Commerce Commission.
Next Steps
The last two selected projects have incentive values greater than the remaining annual budget available. The Approved Vendors for these projects have several options for moving forward, as outlined in the Project Selection Protocol and Section 9 of the Approved Vendor Manual. A final list of selected projects for the 2024-2025 program year will be posted and emailed to stakeholders once the Approved Vendors decide their course of action and the sub-program budget has been fully allocated.
There was only one Community Solar project not selected for this program year. This project does not have an Environmental Justice Community, Energy Sovereignty, or Low-Income Census Tract attribute and is waitlisted at the General Stage.
Rolling Application Submissions
The total incentive values of submissions to the Community Solar sub-program did not exceed the sub-program’s available budget for the program year, specifically the sub-program’s Energy Sovereignty carveout. As a result, the Community Solar sub-program rolling submission window for application submissions was reopened on January 13, 2025. Approved Vendors are welcome to submit batches of projects with an Energy Sovereignty component on a first-come, first-served basis until May 31, 2025, or until the remaining Community Solar Energy Sovereignty carveout is exhausted, whichever comes first.
Funds are still available in the Illinois Solar for All: Residential Solar (Large and Small) and the Illinois Solar for All: Non-Profit and Public Facilities sub-programs. As the total incentive values of submissions to these sub-programs did not exceed their available budgets for the current program year, the Residential Solar and Non-Profit and Public Facilities sub-programs are still open for rolling submissions. Approved Vendors are welcome to submit batches of projects on a first-come, first-served basis until the end of the program year on May 31, 2025, or until the annual sub-program budget is exhausted, whichever comes first.
On March 1, 2025, nine months will have passed since the beginning of the program year. Any remaining Energy Sovereignty and non-reserved funds from the Residential Solar (Small and Large) sub-programs will be combined and used for any remaining projects in the combined Residential Solar (Small and Large) sub-programs for the remainder of the program year. Any remaining Energy Sovereignty and non-reserved funds from the Non-Profit and Public Facilities sub-program will be combined and used for any remaining projects in the Non-Profit and Public Facilities sub-program for the remainder of the program year.
