The Illinois Power Agency (IPA) is seeking responses from prospective Offerors to the Illinois Solar for All (ILSFA) Program Evaluator Request for Qualifications (RFQ). Responses from qualified Offerors will be used to determine recipients for a Request for Proposals (RFP) that will include more detailed and specific requirements.

The Offeror RFQ response period will run from January 24 through February 14. To submit responses, refer to Section 1.3 of the RFQ (“Solicitation Contact”).

As a component of the RFQ response period, prospective Offerors are also provided with the opportunity to submit clarification questions to the IPA and to participate in a virtual Q&A workshop:

  • Any prospective Offeror may submit clarification questions to the IPA using the contact information in Section 1.3 of the RFQ using the subject “[Responder’s Name] – Offeror RFQ Question to ILSFA Evaluation.” Questions must be submitted by or before February 5. All questions and their responses will be published on the IPA’s website.
  • Offerors may also participate in a virtual Q&A workshop on Friday, January 31, at 2 p.m. CT. This workshop is intended to provide prospective Offerors with a virtual session to ask questions of the IPA staff in support of Offeror RFQ response development. Participation in the workshop is not required to participate in the RFQ process. To participate in the workshop, Offerors must contact the IPA and request workshop registration information. Further, the IPA will make its best effort to post questions and responses on its website. Offerors should contact the IPA using the contact information in Section 1.3 of the RFQ.
