The Illinois Power Agency (the Agency) has released the stakeholder feedback received on the detailed consumer protection initiative proposals published last month. The proposals fleshed out three new consumer protection initiatives that were approved in the Agency’s 2024 Long-Term Renewable Resources Procurement Plan:

  • Establish an escrow process to ensure that customers who are promised a portion of the REC incentive payment receive that payment.
  • Establish a stranded customer REC adder that creates an economic incentive for Approved Vendors to take on customers whom the original solar company has stranded.
  • Establish a restitution program that will compensate customers harmed by their participation in Illinois Shines and Illinois Solar for All.

The Agency will use this feedback to continue the development of the three new consumer protection initiatives. As outlined in the Consumer Protection Handbook, these initiatives incentivize additional protections around existing requirements for Approved Vendors and Designees.
