The Illinois Power Agency, in collaboration with ILLUME Advising (ILLUME), a national research firm who was selected as the Evaluator of Illinois Solar for All (ILSFA), has released an evaluation report of the Illinois Solar for All: Residential Solar (Small) sub-program. The ILSFA program is required to undergo regular evaluation to measure the program’s impact and to identify future opportunities for improvement.

In the Mid-Year Report, ILLUME explored barriers and opportunities to increase participation across Illinois from Approved Vendors, installers, and participants in the Residential Solar (Small) sub-program by addressing three main research questions:

  1. What are opportunities to generate greater interest in the Residential Solar (Small) subprogram?
  2. What are the barriers to entry and participation for installers, particularly small installers, in the Residential Solar (Small) subprogram?
  3. How might we increase the geographic reach of the subprogram?
