Updated January 16, 2024: The Program Administrator has updated the ‘All Income-Eligible Community Solar Projects’ rubric to reflect the correct Total Incentive Value and Percentage of Total Incentive Value of the “Energy Sovereignty – Yes” row.
For the 2023-2024 program year, the Illinois Solar for All (ILSFA) Program Administrator has initiated the Project Selection Protocol for the Illinois Solar for All: Community Solar sub-program. The Project Selection Protocol remains unchanged from the previous 2022-2023 program year, as indicated in the IPA’s 2022 Long-Term Renewable Resources Procurement Plan.
The scoring rubrics for the Community Solar sub-program are calculated based on the distribution of projects in each of the following categories:
- Entire portfolio of income-eligible Community Solar projects submitted within the sub-program
- Environmental Justice Communities (EJC) projects submitted within the Community Solar sub-program

Random Selection
Random selection will be conducted on Tuesday, January 23, 2024, at 11 a.m. CT and streamed live to allow for remote viewing. Individuals and approved solar companies are encouraged to observe the random selection process. Register to attend the live stream of the random selection process.
