The Illinois Solar for All (ILSFA) Program Administrator has completed the Project Selection Protocol and has published the projects selected for the Illinois Solar for All: Community Solar sub-program. These projects are subject to review and approval by the Illinois Commerce Commission.

Next Steps

There are two projects with incentive values greater than the remaining annual sub-program budget available. The approved solar companies for these projects have several available options for moving forward, as outlined in the Project Selection Protocol and Section 9 of the Approved Vendor Manual. A final list of selected projects for the 2023-2024 program year will be posted and emailed to stakeholders when the approved solar companies decide their course of action and the sub-program budget has been fully allocated.

As all Community Solar projects were selected for this program year, there are no waitlisted projects for the Community Solar sub-program.

Rolling Application Submissions

The total incentive values of submissions to the Community Solar sub-program did not exceed the sub-programs available budget for the program year, specifically the sub-program’s Environmental Justice Community (EJC) carveout. As a result, the Community Solar sub-program will reopen its submission window for application submissions on February 1, 2024, and Approved Vendors are welcome to submit batches of projects located within EJCs on a first-come, first-served basis until May 31, 2024, or until the remaining Community Solar EJC carveout is exhausted, whichever comes first.

Funds are still available in the Illinois Solar for All: Residential Solar (Large and Small) and the Illinois Solar for All: Non-Profit and Public Facilities sub-programs. As the total incentive values of submissions to these sub-programs did not exceed their available budgets for the current program year, the Residential Solar and Non-Profit and Public Facilities sub-programs are still open for rolling submissions. Approved solar companies are welcome to submit batches of projects on a first-come, first-served basis until the end of the program year on May 31, 2024, or until the annual sub-program budget is exhausted, whichever comes first.

On March 1, 2024, nine months will have passed since the beginning of the program year, and any remaining Energy Sovereignty carveout and non-reserved funds from the Residential Solar (Small and Large) sub-programs will be combined and used for any remaining projects in the combined Residential Solar (Small and Large) sub-programs for the remainder of the program year. Any remaining Energy Sovereignty carveout and non-reserved funds from the Non-Profit and Public Facilities sub-program will be combined and used for any remaining projects in the Non-Profit and Public Facilities sub-program for the remainder of the program year.

Random Selection Seed Value

The seed value for randomization was provided by the computing system time in microseconds at the moment of script execution. The Energy Sovereignty Selection Stage was the only random selection.
