The Illinois Power Agency has developed an Addendum to the Illinois Solar for All REC Contract to reflect certain changes which arose from the approval of its Revised Long-Term Plan. The Addendum reflects two separate changes from the Revised Plan. First, in order to implement the provision where all anchor subscriber shares in selected Low-Income Community Solar projects will receive the Adjustable Block Program REC Price, certain contract language has been replaced. Second, in order to implement changes surrounding awards of additional points during scoring for project selection due to the Minority- / Women-Owned Business Enterprise (MWBE) status of an Approved Vendor, or commitments to work with MWBEs made by an Approved Vendor, additional contractual obligations have been created to ensure these commitments are met.

The Addendum is applicable and required for all projects awarded REC Contracts beginning with the 2020-2021 Program Year, regardless of whether the Buyer is the IPA or a utility. Thus, the Addendum may be required for Product Orders under previously executed REC Contracts, but will only be applicable to the Product Orders specified on the Addendum.

Separate addenda have been created for the REC Contract under which (1) the Buyer is a utility and (2) the Buyer is the IPA. Each Addendum is available below.
